The limit may be the same. But obviously, if every single person fishing can use two poles, more fish will be caught.

After people catch their limit in half the time, they aren't going to stop fishing. They are going to keep fishing and letting fish go. Not every fish that is released survives. Especially trout.

With this new rule, more fish are going to be caught. More fish are going to be released. More fish are going to die. It doesn't make any difference to me if the fish is dead in someones freezer or dead in the water.
