All in the wording
Called Vernal F&G this morning, was told "YES" you can fish stillwater (rock Creek) and YES you can now use a boat and YES you can now fish while using that boat.
This is of course ONLY for those that want to do so....
Not everything is Plain Black and White.
The Boating law should have been written better in the beginning. Instead of "No fishing from a watercraft" to just "No watercraft" specially when fishing is allowed.
