Frog lures / topwater

Try anywhere that there are frogs.

Go at sunset and listen. If there are frogs you will hear them croaking. As was mentioned, sun set and sun rise. Frogs are food for birds as well as fish, so they tend to hang out in heavy cover in the daytime. Frog swimming in the open is easy to spot from above.

Utah lake, north shore, loaded with them.
Bountiful pond.
Cutler.

Think of where you have seen heavy weeds like cattails or fragmities along the shore.
