Seriously....You obviously don't understand the process here! Seriously, to make the decisions you are talking about, the DWR would have had to know clear back in May or probably even earlier. You still don't understand that the DWR just can't drive into a lake, load up a bunch of fish, and restock them wherever they damn well please. It doesn't work that way! The key in your whole reply was "We have HAD record heat and no water". It is easy to be the armchair quarterback and make the calls after the fact; the trick is having the crystal ball and making all the correct calls before! In order to make any kind of decisions, the DWR would have had to know that we were GOING TO HAVE record heat and no water. That's where the crystal ball is needed. The only reaction they could have had was the one they did have--to lift limits and liberalize them. The irony here is that the disrespect to the DWR is coming from you when you say they mismanaged something they had no control over!
