Anybody that knows the history of Treasureton Reservoir in Idaho knows how often, and easily, Idaho moves fish around. Definitely no two year rule there. This has more to do with the fact that the DWR simply chose not to take action than it does about protocol regarding the transferring of fish from one body of water to another. As already mentioned. Utah has done it very recently with cutthroat trout and Idaho does it quite often. In the Newton scenario the DWR simply chose to not do anything.
