Far be it for me to offer suggestions without having attended my RAC meeting. If RAC didn't offer the Idea up it couldn't have merit. Hm Let me think.
How about the DWR or State Division of Water Rights or some well meaning fishing group attempt buying water shares and rights on the upper and lower sevier river and try maintaining a minimum flow and level for Yuba.

IPP had little problem securing sevier river water why would a state agency be unable to move in that direction in the last 50 years. The answer to this proposal must be supported by RAC minutes or it is surely invalid!!!
