I agree that if you asked the IF&G they would say you cannot fish for salmon on the Clearwater but they are also very understanding of the fact that you are highly likely to find Chinook while going after steelhead. The tactics are very much the same. For example we were on a steelhead trip fishing how we always do this time of year (spoons or shrimp under a bobber). The guides I've talked to are saying they are getting 4:1 salmon to steelhead this season and they are focused on steelhead. But, I'm in agreement "targeting" salmon would not be in the spirit of the IF&G regulation.
