Jones Hole Hatchery to close?

So let me get this straight. With the jones hole hatchery closing. The gorge will lose about 800,000 fish,due to loss of restocking. The state of Utah( who is just wanting on wyo to change thier regs) is proposing a two day limit per angler, on the gorge. This don't make a dang bit of sense to me. We will have less fish in,but at the same time allow more fish out. Where is the sound biological thinking in that?

BTW, I would like to also say a big thank you to Ryno,for his contributions on here,as well as KFF. I wish more fish cops[] where like him.
