The kayak floor does not help with thrust from the fins. There's no "floor" for 99.9% of the fins' travel, and they move water just fine.
Birds don't need a floor/ceiling for wings to work, propellers don't need anything for the water to "push against" and your Mirage fins don't, either. Forget the floor idea.
I do think you are going to find the pedals are way too high for comfortable pedaling, not to mention the aspect of the fins not being in the water far enough. Your drive mount frame needs to right at the waterline both for efficiency and comfort.
