Uh, not really.

A boat propeller works much better when the thrust water is pushing against water. It works much worse when the motor is elevated and the thrust water is pushing against air.

Wings do produce more lift near a surface. A phenomenon called "ground effect". All pilots know about it.[Wink] Hovercraft wouldn't work without it.

And I really believe all the splashing of the mirage fins near the surface does in fact cause the fins not to deflect and thrust as they would if there were a compression force pushing back against them.
