I understand the reasoning of live bait being illegal in general. But, would it not be possible to list the species of live bait that would be legal to use on each individual water in the proclamation... ie: Carp minnows are legal to use as live bait ONLY on the following waters: Utah Lake, Willard Bay, Lake Powell etc... Gizzard Shad are legal to use as live bait ONLY on the following waters: Willard Bay, Lake Powell. So on, and so forth.
That law would be just as effective as the current law, because no species of minnow would be allowed as bait on any waters that DO NOT CURRENTLY contain that specific minnow...
Someone shows up to PV with Gizzard Shad with the current law... they get busted. Change the law to my recommendation, Someone shows up to PV with Gizzard Shad... they get busted.
