I respect all biologist and law enforcement opinions but not allowing live bait for the only reason that someone MAY transplant it is ridiculous.
That type of thinking is akin to not allowing a car on the highway because someone MAY speed.
If a bait fish is already in the water, a person should be allowed to use it as bait.
Anyone caught moving bait fish illegally should be fined tens of thousands of dollars.
