Look -- you guys keep saying that "Utah is behind the times". And, in the same breath you're asking for Utah to allow the use of live bait! This is the definition of an oxymoron.
Do some simple Google searches. What you'll find is that states all across the U.S. are having MAJOR problems with illegal fish transplants. Most of the states with problems allow the use of live bait!! Now, they are trying to pull back those rules and restrict the use of live bait -- just look at the battle in Maine!
Who is behind the times?? All those states (Maine, Georgia, North Dakota, Alaska, Montana) are all having issues with this -- and yet you all want Utah to follow in their footsteps? This is Ricky Bobby talk!

there is no "may" about it. Illegal transplants are already happening -- why allow people more opportunity to move fish? It's not the intentional law breakers that concern me. It's the law abiding citizens that just plain don't know any better that scare the hell out of me! We see fish identification issues all the time with sport fish -- do we really expect typical anglers to be able to identify non-game fish, especially juvenile ("minnow") fish? The risk is simply too great. We've already had fisheries ruined (New Castle Reservoir) due to live bait fish use (golden shiners!)

This should be in place right now. Whether the use of live bait fish is legal or not, the punishment should be outrageous. But, again, it's not the guys that are doing it intentionally that worry me. It's the rest of us. We just plain should not open that door. Leave it closed.
