help with yuba

I am used to fishing in Michigan and had a hard time switching to Utah rules as well as the fish having their own rules. I am thinking of heading out to Yuba and try for some pike but am wondering if I can get some help with the best way to fish for them here. I am used to having a leader with a tri hook with live minnows or live perch. I was looking and it looks like Utah prefers dead packaged fish but do you use a leader or not and do you use a single hook, small jig, big tube jig, or cut them and put them on a spinner? Do you use two hooks like at strawberry about a foot apart? Any tips would be great to help with the learning curve.
