Sorry, but your memory is faulty. There was a slot limit on Strawberry before the current one. I recall that anglers were allowed to keep one cutt over 18 inches and as a result of that rule the number of cutts over 18 inches long was not adequate to control the chubs, hence the current slot. I have fished it both before and after the change in the slot and under the prior slot limit there were plenty of cutts between about 15 and 17 inches and one was almost always able to catch one over 18 inches.
Another reason your logic is faulty is that although there is some natural recruitment of cutts in Strawberry they still have to plant a large number to maintain the fishery. Whereas, with bass and walleye, if the conditions are ideal they often reproduce, on their own, to the point of stunting.
