Those are actual tagged fish. I haven't called Idfg and asked what the expansion factor (number of unstagged fish for each with a tag) is. They seem to tag a greater percentage of chinook than steelhead, and this year the steelhead expansion factor was 70-80 for the upper salmon. Either there is an enormous return of wild fish headed to the lemhi river, or they tagged a really high percentage of those fish on the way out... Probably the latter.
