Theres no way they could let "enough" upriver fish pass the lower river before allowing a season. Right now theres 14,000 rapid river fish over LG dam and about 3,200 upriver fish over.
Explain how that would work? By the time enough upriver fish pass riggans there would be next to no RR fish in the system. They would have to hold thousands of fish at the hatchery and then recycle them all the way down to whitebird. No way thats gunna work.
Most years the lower river season is closed when the main push of upper river fish passes thru. This year is different since the RR push got hung up due to high water.
