Right. Don't get me wrong, I don't necessarily believe that releasing a billion smolts is the end-all answer to the problem. In fact, in 2004, RRH released 3,062,198 smolts into RR and Little Salmon combined (most on record), yet the corresponding LG return was only 29,588 (spring and summer combined), which was the lowest we have seen since 1999.
Your question about why don't Saw and Pah release more is a good one, but a fair "SWAG" would be that it is a function of capacity + budget.
And you are right, if those barricades weren't there, we would undoubtedly get a larger "bang for our buck" (i.e. larger returns from smaller releases) on a more consistent basis.
