There's plenty of access around the Broadway bridge & parkcenter bridge. If the floaters get too hectic, try fishing near the glenwood bridge. There are a few ponds around town too that get stocked.
If you float it, there are plenty of places where you can drift out of the flow and just hang out and fish. There is a tube/raft rental company at Barber park, and a bus that will ferry you from Ann Morrison Park (the take-out point) back to Barber. There's a fee to park at Barber though, I usually parked in Ann Morrison Park, took the bus up, then floated back to my truck.
And whatever you do, DO NOT miss the take-out at Ann Morrison. There's a diversion dam right after that park that's always full of big tree branches, it'll hang you up and leave you waiting for a rescue, if you don't drown on it.

Pull up that part of town on google maps or google earth, you'll see some easy acess areas and parking spots along the river. There's also a "greenbelt" walking/biking path that runs along the river thru town.
