There are several accesses, and if the flow is low enough to wade easily you can stay below the high water mark and get to most of the river below the dam.
Some are marked with brown signs. Some not.
Right below the dam is the first access.
Down about a half mile is a small campground and sportsmans access.
There is access anywhere there is a public road bridge. Smelter Ave, Huston Road, 4100 North, The other end of Huston Road Loop
There is a blm access at somewhere on the west side of the river, but to get to it you have to access from the hillside....dirt roads. I haven't looked at where it is at exactly.
