I think that eliminating what is interpreted to be negative posts is going to be hard to do. We aren't usually a bunch of touchy feely people that can't handle ourselves in a debate. That being said, I think that it is totally acceptable to have the mods shut down a member for getting personal and also using offensive language ( and I even mean the small bad words, ones that the NORMAL person would feel uncomfortable using in front of clergy!). I'm afraid I've gotten close to the edge on these items a few time, but never crossed the line (I think).
What could be helpful is for an OP to be able to have the ability to delete or turn in to the mods any posts that they feel are too far out of line (maybe this already exists, I'm often ignorant) in such a way as to not bring embarrassment to themselves for snitching someone out and then the mods can PM the offender and give them a warning or take suitable action against them.
Some of us have skill at disagreeing with others without being offensive and others have no skill at it, we or the moderators can't really control that, but we can warn others and self regulate the types of responses we put on here. A little education passed along when we are acting like twits can go a long way without changing the forum. I have learned a lot of valuable information and insight from some of the debates and I feel they have worth, Just my opinion though.
