You would probably have some luck at Lowell if you fish the canal that flows in by the Caldwell dam. I caught a few little 4" catfish but saw some bigger ones there last year while the water was low. The nice thing about it is that any scent that drifts down has the potential to bring them up the current. Plus, it is an easy walk for kids, and has some shade which might help depending on when you go. The steps of the dam aren't bad either and there are always people parked along there.

edit: I read the part where you have a boat, then completely forgot about it when I posted. I'd say Swan Falls, CJ Strike, or over to Brownlee a bit further away, but i don't know any specific spots from a boat.
