I use to have a 74' Johnson 9.9 that was given to me with a Jon boat from my dad. That last time we used it, it ran like a top. After sitting idle for a long time in the garage corner, I got it running using a barrel of water in driveway. It didn't run that great, sometimes it would purr and the majority of the time it was sputtering. It turned out carburation was fine but the fuel pump was struggling to keep fuel loaded. Replaced the pump and it was like a new motor again.
