How willing are you to donate a lot of lures to the rocks?[
] Get yourself some rapala rippin raps. Cast out and let it hit bottom... then slowly real it in, fast enough that it stays off the bottom for the most part but not too fast. Or you can cast it out, let it it bottom... and jerk or rip the rod a few feet and reel in the slack. Don't let it sit for more than 4-5 seconds and rip it again... all the way back in.
You might have luck with 4-5" swimbaits too... fish them slow. Sometimes they like them swimming, hopping or dragged.
Location? I told you the easy part, location is the part I can't help you with. Or staying for a few hours before giving up (in the cold). Walleyes can be very unpredictable... you might find them in 10 fow off a sand bar one night, and the next night 30 fow off a rock face.
Just don't give up and keep trying - you'll get some eventually[
] Sun-up and sun-down are $$$... but they can start feeding at odd times of the night too. The eyes at DC are not all that different from the eyes anywhere else... they like to eat at night, and they like to eat big stuff if its available.
