I've dipped the Cisco for a bunch of years. You want a net with a nice long handle. Stiffer is better. Also remember that the opening in the net must be less than 18 inches - at least that is what is says in the Utah regs.
"When fishing for Bonneville cisco at Bear Lake, the opening of your dipnet may not exceed 18 inches. If you’re dipnetting through the ice at Bear Lake, there is no restriction on the size of the hole you can drill in the ice."
These nets are the best kind:

They have a nice metal mesh that is small enough for even the smallest Cisco, and the telescoping octagonal handles are stiffer. But, they are a bit pricey.
You can get round telescoping handles as well for a bit less:
