In the 100-150 cutts (average) I'll catch there on an annual basis, I would say my observations are the opposite. The 15-18 inchers are thin, then at about 20 inches, they start to put on bulk as well as length, and by slot buster size, they are usually pretty buff. (And this is the natural growth pattern for cutts.) There are occasional exceptions however.
