You left out two very important pieces of information in regards to that regulation: Newton Reservoir and Pineview Reservoir.
The regulation only applies to those specific reservoirs.
Joe's Valley has no such regulation.
The only regulation that applies to Joe's Valley and Tiger Musky is the statewide regulation of "1 over 40 inches".
