Two things come to mind to answer a couple of your statements Pat. The Parks manager and even some of the Friends of Willard, have discussed this issue about putting in trash cans at several of the spots that people fish from shore. Here is what I was told, they do or at least did have plans to put in Vault toilets, at that spot on the South end of Freeway bay and the SW corner. I was told when and if that happens they will start charging to park there, a fee just like they do at the road side of Rockport. The other thing that is just a guess, the parks guys will never come and pick up trash cans, at the areas that I mentioned, if they don't charge a fee to use them, they figure why would they pick up the trash there if there is no fee to pay for it. I know a lot of folks would not agree but I think you are right, the only way to solve this problem is to start charging folks that use those areas.
