So, if you purchase the $30 reciprocity stamp from Wyoming upon approval from the Wyoming gov't website provided to Utah residents only to attach with Utah licenses to fish Flaming Gorge I would say it makes you an honorary citizen of Flaming Gorge, WY.   The AIS decal is a $30 decoration purchased from the same Wyoming gov't website also upon once again approval with your Utah registration that you provide. I haven't seen anything stating Wyoming is going to strip us of our stamps & decals, a must have to fish on their side of the fence.
