BMURR would be able to give you the most up to date info about the ice at Oneida but I'll give you my $0.02.
The Oneida Narrows road is a dirt road that is normally in pretty bad shape at this time of the year. The last several hundred yards to the boat ramp by the dam often require 4 wheel drive in March. I wouldn't recomend taking a trailer on the road until you know what the road is like.
With the warm temps the reservoir is probably at least partially open with the middle section loosing its ice last. The road that parallels the Resevoir probably has a few drifts and you might have a hard time getting by, even with 4 wheel drive. The walleye fishing at Oneida really isn't anything to get excited about. If you are looking for 2-3 lb carp Onieda is heaven. You might also want to consider Salmon Falls Creek Reservoir (south of Twin Falls, ID).
If you do make it up there don't forget to leave a report for the rest of it.
