Bear Lake conditions are still in the "in between stages". That is…there is a lot of ice floating in the lake and in some areas it is frozen out from shore quite a ways (however, there is no safe-fishable ice) In other areas the lake is completely open water.

As of today boats can be launched at the Cisco Beach ramp. There is a lot of open water from 1st Point north into Idaho along the east side shoreline. You can also drive down to the shore line at First Point where it is plowed out and a small boat or two can be launched from the shoreline in this area. Along the west side of the lake the only spot that is plowed down to the water is just north of the Ideal Beach Resort. The ice in this area is frozen-solid out from shore about 100' and the remainder of the area over the rockpile is covered by open water mixed with large sheets of ice. It is not possible to launch a boat at this spot right now. The areas in front of 150 South Street and 100 North Street have drifted in and it is difficult to drive down to the water in these areas. In additon, there is a significant amount of ice in these areas as well which makes shore launching a boat very difficult if not impossible.
As for fishing the cutthroat trout are hitting lures trolled at about 60' right along the bottom parallel to the east side shoreline. Try different sizes and styles of crankbaits and rapalas. The best luck has come on silver and blue shad imitations. Don't overlook jigging at this time of year. The trout are done gorging on cisco and a tube jig tipped with cisco meat can be just the ticket if you don't have any luck trolling. Try fishing right on bottom in depths anywhere from 30-80 feet.
