you could put a boat in at barkley bay, that end is open for quite a ways. At spring shores these is enough ice off to park vehicles to fish from the bank for about 200 yards on the right side of the boat launch towards the high bridge.
There is also open water to fish below the arrowrock dam from the bank. have not ventured past that point. wonder about arrowrock myself for a possible day fish this weekend. [signature]

Arrowrock was good to put in 2 weeks ago but I don't know how far upstream you could go. You could "almost" get to the Grouse Creek drainage (which has been open water for weeks) at that time and the dam was completely frozen over. see jpg attached The road condition added about 10 minutes on the my usual drive. VERY ROUGH. It's worth the bad road to keep the "jacka-- racks" at Lucky Peak in the spring and summer. Arrowrock bank fisherman were catching a bunch of fish from the rocks by the dam all the way to the ramp. [signature]

Just was told only ice is at the dam and the road is graded... If I go I'll let you know. Probably hitting strike tomorrow to give those trout another shot.
