Try using a blue gill as bait that should solve your problem

That could create a new problem -- a ticket. Illegal to fish with blue gill (dead or alive) on any Utah waters.

Only the use of non-game species may be used for cut bait with the exception of white bass and perch. Bluegill are considered a game species along with sunfish and crappie as well.

Look on page 8 under Bait in the 2011 Fishing Guide Book. It lists all the different types of fish that can be used as bait and on what waters.
