its not plastic per say, it dissolves over time and is biodegradable where as a true plastic is not as easily dissolved, in my eyes its bait

They're bait with a bit-o- plastic to hold it in shape. In fact I dare say Gulp! Minnows work as good or better than real ones. Fish will actually pick them up, unmoving, off the bottom of the lake or river and swallow them, as if they were natural.
I"m a maribou jig guy. In my group of anglers we all consider Gulps "cheating" just a bit. Fish simply cannot resist them and eat them with abandon. When fishing is really tough and fish seam to be negative and short striking, they can definately cure a skunking. In my opinion they require little skill to use, as fish will bite them no matter how you present them. Backwards, weightless, wacky style, jighead, wormhook, dropshot, it all catches fish, Doesn't seem to matter what color or size either. I truly believe you could create a Gulp! army man or your favorite superhero figurine and put it on a hook and it would still work well.
One thing for sure, they should NOT be allowed on Artis only waters such as Duck Fork Reservoir. Check this out.

Good
Conservation Officer Devin Christensen reported that fishing was great when he checked anglers last weekend. One party tried Berkley Gulp artificial minnows, which they used like tube jigs. They took tiger trout on almost every cast.

Of course they did. Gulp! Minnows are scented to high heaven! I'm sure this mistake by the CO will be addressed.
By the way, I always have a bag-o-Gulps on my tube with me where legal. When you can't get bit any other way, they'll help you avoid a skunkin'.

From the Utah Fishing Guidebook:
Quote:Manufactured, human-made items that may not be digestible—including items that have been chemically treated with food stuffs, chemical fish attractants or feeding stimulants—may not be used on waters where bait is prohibited.

If it ain't legal on an AFL only water, it's bait.
