I meant to ask if it would still be required if only Lake Powell is infected?

That is required at every lake in the state and will continue for a long time.
What this means is now when you leave Deer Creek you won't have to have your boat cleaned, checked, of tagged for mussels you can just load up and go.

Every lake that I have been to that can have a boat on it requires a mussel certificate displayed in the vehicle.
Copied right out of the article on Deer Creek today.
Bullock reminds boaters to complete and display the required certification forms before launching their boat at any water in Utah.

Bear lake and Flaming Gorge do on the Utah sides. The Wyoming side of the Gorge even requires an inspection, seal and sticker.
Powell doesn’t for obvious reasons.
