Does that mean, hopefully, a paddle board is a boat?

Yes, a paddle board would be considered a boat. Also pull toys and scuba gear should be considered as a means of transporting Quagga even though not listed IMO . We need to take it upon ourselves to do so without every item being spelled out in the regs.. We don't want any more spreading due to us being lazy or naïve.
