From the UDWR website. Probably the report that BearLakeFishGuy referred to above:

BEAR LAKE - (March 11) Considerable winds this week and the majority of the ice is now off the lake. Access is possible to most of the lake by boat. Please be cautious when running from one area to another. There are chunks of ice and several large ice flows that are up to six inches thick. These piece can damage your engine and easily puncture you boat hull if you are not careful.
The only place to launch boats is from the Cisco Beach boat ramp. There is still about two feet of snow on the ground around the lake. The marina is not accessible for boat launching since it is still completely frozen. You can drive down to the shoreline at First Point where it is plowed out and a small boat or two can be launched from the shoreline in this area. Along the west side of the lake you can drive down a plowed lane to the water's edge just north of the Ideal Beach Resort. This area is rutted and even with 4-wheel-drive it is difficult to access. Another lane has also been plowed down to the lake at 150 S Street in Garden City, and small boats can be launched from shore at that location. With melting conditions, be careful not to get stuck in soft snow or deep ruts.
This fishing on the rockpile has been very good this past week. Anglers are catching cutthroat trout and lake trout in 30- to 50-foot depths using tube jigs tipped with cisco and jigged right on the bottom. Anglers are also catching whitefish using smaller lures in this same depth. Bonneville whitefish are feeding on eggs of the Bear Lake whitefish which are just finishing up their spawning run. Along the east side we have had reports from anglers catching lake trout trolling in 50- to 80-foot depths using large rapalas off of downriggers. Finally, jigging for cutthroat trout using tube jigs tipped with cisco has been fair along the east side off from the pump house north to the South Eden area. The majority of these fish are being taken from depths of 75 to 90 feet right on the bottom. It pays to move around until you find some active fish. Keep a close watch on your depth finder for fish along the bottom. Be cautious of floating ice on the lake when motoring from one location to another!
