I've been posting on the Utah Board a little but don't get a whole lot of responses. They seem to talk a lot about the waters down in the Salt Lake Area. However I'm stuck here in Logan going to school and trying to raise a family and fishing when I can. My favorites so far have been the Logan (Big Browns in town) and Bear River (Catfish in Benson). Anybody else fish these two or have other suggestions? I recently have become quite interested in catfishing and have had some success on the Bear near Benson but would love to expand my territory to more than just the two holes I now frequent. I used to get an Idaho license every year to fish Steelhead and the Snake (below Island Park's spillway I think). Unfortunately the increase in an out of state license price, a student budget, and two kids (soon to be three) have put a hold on those trips for now.

I haven't ever fished any of the water around Logan. Hopefully someone else will give you the info that you are looking for.
You forgot the mention the price of gas. I think the extra $1 per gallon will decrease the number of people from Utah fishing Idaho more than an extra few bucks for the season license. After July 1st the single day fishing license only costs $11.50 and $5 for additional consecutive days. There is also free fishing day June 11th.

I was an Idaho resident when I went to USU so I fished the same places that you mentioned on a Utah out of state license. I also fished the Preston area much of the time, but BrianID has already mentioned the price of gas has changed and so people are going to remain more local. Sorry I can't give you much help but it sounds like you fish the same places I used to.
