Any thought been given to planting wipers into other reservoirs in Utah?

Tom, I know you are a wiper lover, my question is have you fellas at the DWR ever considered putting a size restriction on the wipers? Say, all fish over 24 inches must be released. I was thinking that this would allow for the continued harvest but also allow for some trophy potential. What are the factors the DWR has to consider before making a decision like this?
