That's going to be tough. Most of the RV parks in Boise have been turned into subdivisions or condos. The KOA here is a dump. Let me do some checking around and see if I can locate something.

It is by the fairgrounds and real close to the river if not on it. About 5 miles driving distance to Municipal park. They do get a lot of racehorse owners in there so availability might be iffy. The river in that area gets a lot of fishing and is open enough that flyfishing is good. Access via the Greenbelt is easy. There is also a small pond nearby that I've been threatening to put my floattube on. I have caught some nice fish from the bank there.
If you search for rv parks boise idaho you will get a few more parks that are farther out and away from the river. They are decent parks, but this one seems to have more of what you are looking for.
