I'll have to say that I've never seen anything quite like it. Kinda strange how it attaches to your line sideways. I do agree that it looks like a walleye would eat it.

Looks like a "Lindy" lure, the heavy shaft above the hook is supposed to prevent bottom snags, and yes it is a walleye lure,
where'd you find it.

Almost resembles a spinner bait, most likely used for bottom bouncing.

What you have there is a spinnerbait w/o the stiff wire. They have taken a standard jig w/skirt, attached a flexable cable, covered with surg tubing, put a small spinner in the middle, along w/ the line tie, and then the larger blade on the other end of the cable. My guess is that when you pull it through the water, it works just like a regular wire spinner bait, just flexiable. Interesting design.
