How much gas in the tank?

This spring I had a new 16 1/2 gallon fuel tank installed on my boat. The fuel tank came with it's own fuel sensor and we used my old dial on the dash. When the dial reads empty there is at least 4 1/2 gallons of fuel still in the tank. I definitely prefer it work this way other than the reverse, but I would also prefer that it register closer to reality. Any suggestions on solving this opportunity?

Something we used to do on our old chevy's is run the tank dry and pop open the gauge and move the needle by hand over to the "E". Not sure if it will work in a boat or not but maybe something to look at.

I am still trying to figure out exactly how much gas my tank holds. I bought the boat used and the previous owner never really knew how much it held either. I think it is alot since when at a quarter tank I can put 20 gallons in and it registers below three quarters... Ouch...
