Are there any of the local places with open water besides Willard or UL? How about Rockport, Hyrum, etc? I want to try to take my brother-in-law out Sunday if possible.

Hyrum is not completely ice free. Was there today. You can, however, launch a boat. There was one out there today. The southeast end has all the ice. It starts a few hundred yards southeast of the day use beach area, not where the campgrounds and boat launch are, but further east. But you won't have any problem with a boat out there.
