I drove up yesterday with a friend to put out some bear bait and wow the river was ready to come up on the road in some places... does this help the chinook get upstream?? If it still looks like chocolate milk what can you do to still catch fish?

They will keep coming and yes you can catch them by plunking. A quick google search will explain the method. Tight lines!

And the best part is there probably won't be very many people fishing! The river is very high right now, and more rain on the way tonight and tomorrow.
Folks on the coast fish in much worse river conditions than this, though. Find a slow spot, put on a lot of weight, and something smelly and bright.
Have heard from people tracking Chinook that they have picked some up in the Lemhi, so they're up here.

Good luck! Those conditions will move fish, but catching them will SUCK!!! Remember the weedline/treeline is your friend if the river is blown. Anchor on it and run 1 rig back right on the eddy line...
BTW, the guys on the coast (yep I fish there a lot) don't fish when the river is blown, they work those days. It should clear soon enough. Relax and tie rigs, and get a side job to pay for the lead you are going to be losing in a week...[laugh]

The river hasn't dropped much. It is not quite as brown. I wonder how long before the campground across from the Ellis post office washes away. I see there is one less tree now. Yesterday the East Fork was actually pretty clear up high, today we went up the Yankee Fork and it was a bit murky. But hey, overall it isn't as brown and nasty as it was earlier this week.
