+1, Walleyebob hit the nail on the head with his post.
I know it angers you I too was upset when I read the initial post but the best thing you can do for everyone is call the DWR (1-800-662-DEER or from a mobile phone *DEER ) take pictures even camera phone pics work. Also try to get pics of vehicle remember your reports can be done anonymously.

I know theres been some animosity with the spear fishers especially with the Gorge incident but it is a LEGAL form of fishing here in Utah If this individual or Individuals harvested the eye within the law its no different than if he would have caught them with a reel and rod.
Thats why what Waleyebob posted is so critical if the DWR officers would have been called they could have determined whether these guys were in violation or not
Oh also not sure maybe someone can chime is the DWR still giving cash rewards to people who turn in poachers ?
