Recreation and Fish and Wildlife
Minimum storage pools for game fish are maintained at Rockport Lake, East Canyon, Lost Creek, Causey, and Pineview Reservoirs. Recreation is administered by the Forest Service at Pineview and Causey Reservoirs. The Utah Division of Parks and Recreation administers Arthur V. Watkins(Willard Bay), East Canyon, Lost Creek, and Rockport Reservoirs. Facilities for picnicking, camping, swimming, boating, water skiing, fishing, and hunting, as well as sanitation facilities, are available for the increasing number of visitors. Substantial improvements of recreation facilities have been completed.
Notice that there is nothing about a minimum pool for game fish mentioned in this for willard bay, that means they can suck it dry anytime they want to,and it looks like this year they just might do it.
I got this info off,Bureau of Reclamations web site, under weber basin water project.
