This is typical government bureaucratic misdirection. They propose outlandish plans to "fix" something that doesn't need fixing. Then when the people scream and protest, they "compromise" and give you back some of what you are demanding. And the people then are happy, because they were "given" some of what we already had. That's a government compromise. They gain, we lose.
Now I note on this board that they want more control over Lake Walcott. Pelicans or grebes, it's all a smoke screen to take away something and have more control over our lives.

This sounds like a tease to try and appease us. I'll reserve judgement until I see the actual plan. The best bass fishing is in and around the trees, if they still keep us out of there as the current plans dictate, then the plan is worthless as far as I'm concerned.
