The majority of white bass in Utah Lake (at least in my experience) will spawn when the water temperature is at least 60-62 degrees. I'm sure a few have started already on the warmer days we have had but the past few years, it really hasn't gotten started until May. Just my two cents...

any small jig tipped with a crawler is good if you can find em, i personally like white with a red dot or chartruese tubies. when you find a school they will hit anything.

chartruese curly tails work good, one of my favorite for white bass is the chartruese Gitzits with the jig head that looks like a fish, not sure what they are called but the action on those things is amazing, I have pulled 3 to 1 on those things before fishing with a group.
