Brownlee Levels

"Brownlee Reservoir elevation will be at 2014.3 by April 30th to provide our required flood control space as determined by the US Army Corp of Engineers. If operations go as anticipated, all Brownlee Reservoir boat ramps will be unavailable for launching through the end of April. Updates on projected refill operations will be made available as soon as possible."

Are we seriously expecting this much run-off? Can anyone provide any additional insight here? The end of April? I call B.S.
