National Safe Boating Council Seeks Exec Director

Position Title: Executive Director

Reports to: Chair of the Board of Directors

Supervises: All Personnel

Position Summary: Under direction of the Board of Directors, the Executive Director develops and advances the mission of the National Safe Boating Council, Inc. (NSBC), a national non-profit 501©3 organization dedicated to recreational boating safety. Duties include oversight of all matters including membership recruitment and management, budgeting and fiscal oversight, strategic planning and program implementation, staff hiring and supervision, grant application/compliance and building future organization capacity.

The NSBC's mission is to be the foremost coalition to advance and promote a safer recreational boating experience through education, outreach, and training.

The NSBC works in conjunction with the United States Coast Guard and other national partners to provide the public a "safe, secure, and enjoyable recreational experience" and minimize loss of life, injury and property damage while protecting the environment and assisting in national security efforts.

General Duties and Responsibilities:

In cooperation with the NSBC Board of Directors, the duties and responsibilities of the Executive Director include:

Strategy: Develops and updates the NSBC's strategic goals and objectives. Implements these goals and objectives in the day-to-day operation of the NSBC programs.

Management: Establishes, recommends and administers policies and procedures; supervises all personnel and directs all personnel-related issues, including hiring, firing, coaching, training, performance reviews, pay increases, promotions, disciplinary and other actions.

Financial: Oversees all financial activities of the NSBC to include: development and management of the annual budget, purchasing decisions and oversight of audits and financial records.

Representation: Represents NSBC to industry, constituents, partners, media, government, the public and others at events and in all facets of job duties.

Grants: Manages all facets of grant administration, including: oversight of grant applications, compliance with laws and regulations and reporting to relevant authorities.

MINIMUM QUALIFICATIONS

Training and Experience: Bachelor's degree supplemented by a minimum of five years' business and personnel management experience or the equivalent combination of education and experience. Experience as a CEO or Senior Staff member preferred, but not required.

Knowledge Expectations:

The principles and practices of public administration as applied to the administration of diversified programs especially in the area of recreational boating

Federal and state agencies, including program development, management, regulations and funding<br />
Federal and state laws and administrative regulations relating to the administration and management of applicable programs utilizing Federal and state funds<br />
Work hazards and applicable safety precautions associated with equipment, vehicles, and procedures; ability to ensure compliance with safety standards<br />
Financial management systems, including accounts payable and receivable, purchasing, reporting and audit compliance<br />
The Strategic Plan of the National Recreational Boating Safety Program<br />
Recreational boating safety topics, issues, trends and the NSBC mission<br />
Contemporary marketing and communications practices<br />
ADDITIONAL REQUIREMENTS

Initiative: Must use and rely on individual professional judgment on a regular basis.

Review of Work: Work is reviewed through oral and written reports as needed and determined by the NSBC Board of Directors.

Physical Demands of the Job: Work is predominately performed indoors at a desk or table. Must be able to lift 50 lbs. Must operate a motor vehicle and have a valid driver's license in the state of residence. The ability to safely and competently operate a range of recreational boats on open water is a plus and adds creditability to the position.

Tools and/or Equipment Used: Vehicle and trailer; normal office equipment

Confidential Information: Regular use of confidential information

Mental Effort: Oversight of a significant number of projects and programs; strong ability to manage multiple tasks

Certification Requirement: Have or obtain, within first two months of employment, a boating education certificate from a state NASBLA approved program

Travel: Must be able to travel extensively throughout North America, requiring frequent overnight and weekend travel

Overtime Provision: Exempt

COMPENSATION

Salary: Minimum of $65,000 per year, depends upon experience<br />
Individual health insurance: 100% of premium covered<br />
Retirement:<br />
- Up to $4,000 per year in matching funds<br />
Vacation and paid leave:<br />
- 15 business days (3 weeks) vacation per year<br />
- All federal holidays, plus the day after Thanksgivings<br />
- 3 personal days<br />
- 1.5 sick days per month<br />

Typical work schedule: Monday - Friday, 9am - 5pm<br />
Evening work and weekend travel required<br />
Location: Preference - NSBC office in Washington, DC metro area<br />
- Telecommuting will be considered on a case by case basis<br />
